Character decoding error occurred. Set correct charset. Current charset is UTF-8

I have a flat file(.txt) that’s pipe delimited. when i try to run the graph, i get an error saying, “Character decoding error occurred. Set correct charset. Current charset is UTF-8”.

I downloaded this file online and am working using a mac.

can i get some help
